HELP:PL/SQL w/ OLE2

I found a source for MAILX using PL/SQL with OLE2. But I cannot figure out how I can make it work. I'm running Windows NT 4.0 and Oracle Application Server. Do I have to buy an additional package to use OLE2 with PL/SQL? Or does the Oracle Application Server include oo4o? Do I need to use oo4o?
