enter data via Master-slave Form in Oracle 8

I am a beginner of Oracle and database stuff.
Just create a master -slave form (e.g.. "student" as master , "dept" as slave) it is ok when I look through the data already there. however, when I try to insert new data to "student" and "dept" , it create the product of 2 tables, that is each student has all the dept, how can I correct it??
