SQLPlus vs SQLWorksheet?

I have a long running report query that takes about 30 minutes to complete. When this query is run in SQLPlus it will lock up the system for all other users of the database. They have to wait for the report query to finish before they can continue working.
If the same report query is run in SQL Worksheet the system does not lock up?
What is the difference?

SQL Net 2.3.3
SQL Plus version 3.3.3 running from NT client
SQL Worksheet version 1.3.5 running from NT client
