If VM emviromment = block mode environment, I;m not sure this advice will do you any good...
You're most likely going to have to customize your resource file. using Oracle*Terminal. Map ctrl-d (for example) to Key-F0 (for example). WRite a key-F0 trigger to do your pop-up.
