Hi Andrew,
  The Web server 3.0 does not come with the Forms Server. If you want to deploy the Oracle forms generates using Developer, you need a Forms server which is a cartridge that plugs into the Web Server. This is know as the Developer 2000 Server. The Developer 2000 Server is different from the the Developer 2000 Tool set. The tool set runs on the client and enables you to create the actual forms. The Developer 2000 Server is the forms server that will enable the front end end forms to maintain a persistent connection to the Oracle database.
