Euro symbol in an Oracle8 database ?

How do I store the Euro symbol in an Oracle8 database? Do I need a special character set? I have tried using WE8ISO8859P1. The Euro symbol is supported in all MS products by the ASCII character 128 - it can be applied to a WinNT 4 client using Service Pack 4 from MS. If that character is inserted into a VARCHAR2 column it just return a questionmark on the next select.
