FILE SIZE EXCEEDED!! CANT LOGON!! URGENT!!

while starting schema manager of oracle EM to login to database i am getting this :

ORA-01116: error in opeining database file 1
ORA-01110: data file 1 :'/volA/oracle/oradata/CDOT/system01.dbf'
ORA-07209: sfofi:file size limit  was exceeded.

oerr says to run 'osh', but how and from where to run it properly ?

i have set ulimit unlimited for the /volA/oracle/oradata/CDOT
