Reports 3.0 after parameter form trigger

I'm having a problem with a trigger running twice. I created an 'After Parameter Form' trigger and it is being executed twice. The only thing I'm doing in the trigger is printing a message to the screen and then returning TRUE so that I can see how many times it executes. It always executes twice.

Does anyone know if this is a bug or a work-around?
I'm printing a character mode report if that helps.
