Complete database packaged onto CD-Rom

Our client is always asking for our large database or a subset of it to be provided on a CD-Rom so that their users can access it directly at their desks. Have any of you got experience of the easiest way to go about this.

We currently run Oracle 7.3.3 on a UNIX box with Windows 95/NT clients. If I were to get Personal Oracle (Lite?) could I create a Read-only copy of the database and encapsulate this and the browser to view it onto a CD-Rom.

At the moment I'm just kicking around ideas so any alternative's would be useful.
