Problem on Net8 Easy Config

I tried to use the Net8 Easy Configuration to create a new service name. I put in the host name and port number correctly. However, when I 'test' it, there is an error:

The test did not succeed.
ORA-01034:ORACLE not available
There may be an error in the fields entered
of the server may not be ready for a connection.
You can check the server and retry, or continue.

I already have the db created and instance startup. Why would this happen? Thanks!
