newbie trying to configure oem

We had a problem with v$version when starting up OEM so I ran catalog.sql and catproc.sql.
catproc.sql. When I looked at the output of catalog.sql there is a comment of the following
(which is the same message as when you try to log on with enterprise manager)

XP-07016: A database error has occurred: SELECT BANNER FROM V$VERSION WHERE BANNER LIKE '%Oracle%Release%' ORA-00942: table or view does not exist
ORA-04063: view "SYSTEM.V_$VERSION" has errors

If you log on to the system via svrmgr30 v$version does exist (but we can't see it from any of
the GUI tools) and has the following information. Oracle8 Release 8.0.4.0.0 - Production
PL/SQL Release 8.0.4.0.0 - Production
CORE Version 4.0.4.0.0 - Production
TNS for 32-bit Windows: Version 8.0.4.0.0 - Production NLSRTL Version 3.3.1.0.0 - Production 5
rows selected.
The version of OEM is v1.5. Any suggestions?
