svrmgrm problem

Why when I try to run svrmgrm from an xterm under Exceed95 the application don't run and the messages is:

Why when I try to run svrmgrm from an xterm under Exceed95 the application don't run and the messages is:
TK2-00001: an undefined Oracle Toolkit II failure occurred
