Error 12500 with SQL*NET V2

We have install SQL*NET V2.1 (using TCP/IP) on a HP server UX 10.20 with Oracle 7.1.
The *;ora files are correct.
The service is running

We have the following error :
12500, 00000, "TNS:listener failed to start a dedicated server process"
