I Can't connect oracle server. Why ?

I installed sql*netv2 for Solaris.
But I can't connect oracle server.
the error is "ora_login: 12154: TNS-12154: TNS:could not resolve service name".
I aleady edited /ORACLE_HOME/network/admin/tnsnames.ora file.
