Forms 4.5 referencing question

[Quoted] Does Forms 4.5 allow you to reference a program unit (procedure) from an existing library form? I'm able to get it to reference triggers from the library by dragging them into the target form and choosing reference from the alert box. However, when I drag a procedure, it simply copies it into the target.
