This question would be much better directed to ARSLIST. Nevertheless:

I do have ARS working with Oracle (on UNIX), have for years. Your problem might be as simple as not having an ORACLE_HOME environment variable set. The Oracle libraries embedded in the arserverd executables expect to find the tnsnames.ora file in $ORACLE_HOME/network/admin. If you don't have ORACLE_HOME set, the arserverd processes can't find it. When running the Remedy install script, an ORACLE_HOME value is set (based on your responses to the prompts) but that is NOT permanently placed in your runtime environment or .profile.

Try that first. BTW, I don't speak NT, just UNIX ;-) ;-) ;-)
