There may be a lot of reasons, and your best bet for now may well be to contact your local oracle support. They may be able to guide you through the installation process.
I have tested OWS 3.0 on NT 4.0 and found that it sucked big time (anyone care to discuss OWS 3.0 on NT in a separate thread?) but I did not encounter the particular problems that you talk about.
