Confining Children in Reports 2.5

[Quoted] I have been writing reports using 2.5 and have a problem I don't know the answer to. Sometimes When I create a new report I can move child fields/blocks right to the edge of the enclosing objects. The next report I write will keep all child objects 0.1 inch from the edge of the enclosing object. In both cases I have created the layouts from scratch (no default layouts) and the confine option of the layout editor is on. Is there a setting somewhere that I'm missing?
