No CDEINIT in 1.3

[Quoted] CDEINIT was included in 1.2 and allows the user to pre-load Forms/Reports, etc. DLLs making startup time for these tools much faster.

Version 1.3.2 has no CDEINIT.
Is it not needed now?
Is it there with another name?
