I am trying to solve exactly the same problem at the moment. To build the
Help files I suggest you use the latest release of Microsoft's Help: MS HTML
Help Workshop. This will allow you to build a brilliant help file. You can
download this from Microsofts site:
http://www.microsoft.com/workshop/author/htmlhelp/home-f.htm
As far as linking from Oracle we have to use an FFI.
Here is a useful document in trying to understand FFI. ftp://www-ess8.us.oracle.com/desktop/download/woffidoc.exe Included is a sample .pll for interfacing with old Windows Help.
I am trying to write a .pll that will interface with HtmlHelp and do all the fancy functions. My skills aren't that good so it is taking a fair bit of learning.
