Font Display problem using Form4.5 on Chinese Windows 3.1

I have installed the Form4.5 runtime on Chinese Windows 3.1. During the installation, I select the tradition Chinese language support. (If I select the English, the user cannot enter chinese characters).

The problem is the English letter in the test items, display items the button's labels is printed one letter raised and the next one lowered and so on. The font in these items are not the font I not the font I choice during developing.(All the necessary fonts is already installed in Windows)

The English letter in the boilerplate text display normally. If I select English language support during installation, there is no display problem. Can anyone help me.
