ows2 error message

OWS-05104 : Agent : unable to attach to host database : [/u01/app/oracle/product/732], [demo], [demo] ORA-12154 : TNS : could not resolve service name

but : the WRB is configured for www_user

and in owa.cfg ORACLE_SID is not demo
and OWA_CONNECT_STRING is not demo

The problem occurs only now and then, and not every time I try to run a pl/sql-procedure from a browser. When this occur, my server can use up to 20 seconds before it can process any other requests. Where should I start searching for a solution?
