TNS-12500 in Sql*Net 2 on AIX

Hi there,
We have installed SqlNet version 2.1.4 on AIX 4.1, accessing Oracle Server 7.1.4
when trying to connect both identical machines all that we get is the TNS-12500, saying that can not start a process for that connection. Can anyone there help us on this matter ????
