Oracle PL/SQL question

I have a table with a number and value and I want to create a new table combining numbers into a range if values are same.

current table
1 a
2 a
5 b
6 c
7 c
8 c

new table
1 2 a
3 4 - (blank)
5 5 b
6 8 c
