problem with Forms 4.5

Can somebody help solve this problem? When I load Forms 4.5 Designer I get the following error;
FRM-10064 Unable to load the object from the resource file.
Then it closes and says FRM-10039 Unable to stsrt up the Oracle Forms Designer. Thanks in advance.
