I believe that the Oracle Tools (Forms Designer, Procedure Builder) have a size limit on the procedures, functions, and packages that you can edit. If you are trying to edit a package that will be stored on the server, you should be able to get around this problem by editing your package text in a text editor, and then using SQL*Plus to apply the stored procedure to the database.
