The only thing I know is that the view is associated with the Workload Repository and the view dba_hist_sessmetric_history is another view of this information plus the population of this view is dependent on the database parameter value of STATISTICS_LEVEL. What is the value for statistics_level for the database instance in question?

Also to query any of the dba_hist_* views an EM Performance Pack license in addition to your database license is required.

Maybe someone with the necessary licenses who makes use of the information can add more.
