Either the service_name PRODUCT in your tnsnames.ora doesn't point to the database PRODUCT (you would need to verify this by looking in your tnsnames.ora)
or the CREATE USER command failed.
You would need to verify this by
select * from dba_users where username='PRODUCT_OWN' whether this applies.

You shouldn't create users with a default tablespace of SYSTEM and a temporary tablespace SYSTEM.
