¿Qué valor tienes para 'PROCESSES'? Si hay muchas conexiones/ desconexiones quizás deberías aumentar el valor. El listener tarda un poco en descontar las conexiones terminadas, pero cuenta las nuevas inmediatamente, por lo que ahí puede estar el problema.

Otra cosa: indica siempre el S.O. y la versión de Oracle. (Y cualquier información que pueda ayudar a ayudarte).
