The very first thing I think you should do is check the alert log and bdump directory trace files for any information related to your error. Second check that no tape backup or other process has the control file. Being that this is a Windows platform I would check the services screen for the Oracle service. In fact if the error did in fact stop the database from mounting the control file I would probably reboot before continuing if there was no useful information in the alert log or trace files just because so many problems disappear on Windows if you just reboot. I suspect pending patches or incomplete installs are often the actual problem.
