Daniel, sadly, this is more normally the case.

There are tons of average and below average developers as well as DBAs. Its just how it is. I've talked to quite a few DBAs who have never heard of Tom Kyte, Jonathan Lewis or this newsgroup, so that should tell you all you need to know. And, the same thing for developers. Tons of inadequacy exists at all levels.
