Yes it is normal. Oracle has become more security conscious and so delivers things a little more tightly permissioned than in the past. Some considered this a bug (4747264 is quoted, but is linux) rather than a feature, so there is a patch for it on 10.2.0.1.0 (4516865) and the patch sets above this have a changePerm.sh to open this up, which has its own bug cycle. The details vary by platform. Search metalink for changePerm.sh for all the details.
I don't understand Dan's answer at all. I much prefer working on the server, even as an "other." I purposefully give myself the minimum access necessary for the various hats I wear.
