Any chance you are speaking about XMLDB? One can access exposed xmldb resources via http, ftp, webdav, i believe, the implementation of all mentioned protocols is very comprehensive. It can be mounted as network drive per webdav as well. Not sure about licensing, but ( it is included even in Oracle XE) probably this option doesn't require extra cost.
