Yes.

Project "Raw iron" was about just that: Oracle (internet) file system.

I believe the 'term du jour' is Content Database? Anyway - there is some Oracle thingy, that allows you to map the database as a networked drive to Windows, does versioning and full indexing (finally, a MS Windows Search that is FAST!), and has a documented API, that enabled you to write your own application, or expand the standard capabilities.
