Check Jeff Hunter's site:
http://www.idevelopment.info/cgi/ORACLE_dba_tips.cgi#Enterprise_Manager where you will find descriptions for both 10gR1 and 10gR2 how to drop/create the control repository.
Before executing anything, however, be sure to: 1. have the necessary passwords available. 2. read the OEM Advanced Configuration Guide for your version (links provided in Jeff's articles), so you will know what the steps suggested by Jeff are supposed to accomplish.
