In the properties of the service, set the mark with the "allow service to interact with desktop".
Sounds weird, but it changes the distibution of memory types (stack/ heap/core) back
to pre-NT4.0

And it is not a memory problem as such, but a threads problem. I know, hazy...
There is a MS KB article about it, in which MS admits the change in memory
model from NT 3.51 to NT4.0 wasn't such a great idea in all cases. it was
envisioned (asif MS is visionary) to deliver a performance boost.

If you want it, search Metalink (!) for "forms server max processes"; one
of the articles has the above solution (more than 83 forms connections will make Windows come to a full stop), and the link to the KB article Received on Thu Jun 28 2007 - 13:53:47 CDT
