What versin of Oracle?
What operating system?
Exactly how are you trying to 'start oracle'? (cut and past commands and error messages)

Messages about files (like SP2<lang>.msb) not being found usually mean some environment variable hasn't been correctly set. And the particular file shown here is (if I recall correctly) the file that contains the language specific text for all messages.
