 Oracle XE (Express Edition) is free. It'll use one of the two processors.

 Next up is Standard Edition One, which will do two processors, and then prices go up (pretty steeply) from there.

 There's no limitation built into the main versions of the database to enforce the license, except in Oracle XE which does have CPU and capacity limits (see the website for details).

 Oracle instead have an ample supply of lawyers!
