Considering that access to certain performance views, including those for the Database Diagnostics Pack, is recorded in DBA_FEATURE_USAGE_STATISTICS, I would expect that it would be a violation of the license to directly access those views.

Obviously, the new features have required many man-hours to develop and test, so it is reasonable that they recuperate some of the investment through additional fees. However, keep in mind that many components that are now integrated into the Relational Database Management Systems (RDBMS) started out as separate, additional-cost features.

There are views named dba_feature_usage_statistics and dba_advisor_usage which record usage of the new features. These reports indicate that the user needs to purchase the license for the additional products. In other words, usage of features like AWR, ASH and ADDM is recorded in the database."

One of the unfortunate features of 10g R2 is that all of the additional cost performance tuning features are enabled by default (even for the Standard Edition), until the SYSMAN user logs into Enterprise Manager for the first time, and is asked which features need to be disabled. How many companies are unknowingly violating their license agreement by mistakenly accessing this feature?

Hence the need to periodically capture information from the standard performance views in order to analyze changes in performance. My project actually started when I was still working with Oracle 8i.
