Should I consider this to be an answer to my remarks. First of all you are changing the rules. The OPs case was US7ASCII ---> WE8ISO8859P1 Secondly, you demonstrate what we already knew. You are silent on the exp/imp scenario.
Yet once again:

exp/imp and sql*loader use the SAME mechanism!!!!
