Thanks for the response. I just resolved it myself:

I had to set SQLNET.AUTHENTICATION_SERVICES= (NTS) in the SQLNET.ORA file.
Although my current user (on Windows) was member of the ORA_DBA group, the statement: SQLNET.AUTHENTICATION_SERVICES= (NONE) made it such that it ignored that. So no user could log on as sysdba, let alone connect / as sysdba.
