Errors installing on Windows..

I had already had Oracle installed which includes Apache. I tried to follow the installation instructions for installing the php plug, but keep getting errors, such as :

The rest is pretty much repetitive off the above... I've looked over all that the instructions asked me to do, but can't find where the problem could be coming from.
