How to implement BI without OLAP Engine ?

Hi All,

We want to implement BI WITHOUT 'Oracle Database EE OLAP Options', Below are the product that
we have :
- Oracle Database SE / SE One

The questions are :

Without OLAP Engine / OLAP Options, only using Discoverer can we develope BI Solutions e.g : Sales Analysis Drill down, What If Analysis ? Or What kind of BI Solution can we create with above tools ?
Can we create the application with Discoverer and deploy it into IAS 10g EE and let users access it via browser ? What the functionality that we get by having IAS 10g EE on the above solution ?
