Definitely use exp/imp, don't use the object creation definitions that exp gives, create indices after importing data, then create stats. Much automation can be done, but you must have manual observation of sanity. Your scripts must be bright enough to know which errors to ignore.

Be careful about bringing along ancient myths, there may be many things lurking about the O7 stuff, both structurally in the data and in the ways things are coded. Is the O7 stuff even on CBO? The reasons that things are still on 7 are often the same reasons things are bad. This can include thinking things are OK that are not.
