9i ... Learn StatsPack ... Tom Kyte recommends running it routinely every 15-20 minutes

10g ... Learn to use AWR ... Use DBMS_WORKLOAD_REPOSITORY package to alter default behavior to take snapshots every 15-20 minutes.
