Yes, I think that's what's happening.
I set 10261 event to limit session pga and it put trace in udump - there was nothing in bdump - so no background process was involved in this.

It checks against the limit per session. Just don't know where(what part of Oracle ?) that
limit is calculated when using auto pga management.
