The "universal" means it runs the same on different platforms like Windows and unix. Few things can do that, certainly not most Windows software.

But yes, before 10g it was still evolving. You should try the 9iAS patch hell if you really want to lose respect for Oracle. Again, AS10g is much more mature.

When it comes down to it, most of the problems come from trying to make stuff run on Windows. So I blame Windows, and particularly whoever came up with its registry and batch functions.
