Windows error 54 is "The network is busy", and 8 is "Not enough storage [storage means virtual memory here] is available to process this command", which has nothing to do with exec format, as on UNIX/Linux. If the problem occurs fairly frequently, work with your Windows system admin to set up perfmon to watch for network and virtual memory usage. Perhaps you can try artificially bump up network usage (by repeatedly ftp'ing huge files e.g.), and see if your problem can be reproduced.

You don't need to increase processes parameter, contrary to some Metalink document's suggestion. You would get ORA-20 instead of ORA-12500 if that was too low.
