Thanks for all your help. I am putting the area from the listener.log where the error started.

I have the processes parameter set to 200.

In the last third instance of the error, I see internal limit restriction exceeded. As I said in my original post, if I look at the database connections at any given time(thru enterprise manager), it had never been anything more than 30 connections. Is there some other parameter to be looked for ??
