What version of Oracle?

Oracle includes one or more Backup and Recovery manuals depending on your version. In your example you do not need to perform database recovery. You can recover the lost control file using the second control file since you should have at least two. But yes. you can recover your database using a backup control file if all current control files are lost as part of the media failure. Lookup recovery using a backup control file.
